Greendale Emerald Ash Borer Plan

The Greendale Board of Trustees has recently authorized the Department of Public Works to begin activities that will help to mitigate the devastating effects of the Emerald Ash Borer.

Several areas in Wisconsin are now infected with the borer and the bright green insect has been discovered close to the Village in Franklin, Oak Creek and Cudahy. The original infestation in Newburg, Wisconsin has grown in size and the ash tree mortality there is extremely high.

Public Works Forestry personnel have been attending training and developing a response plan for more than four years, long before the pest was discovered in our state. The spread of EAB is difficult to predict and our plan offers the flexibility to deal with changing conditions.

In August of 2010 the Village hired a contractor to treat 500 ash trees on streets and terrace areas with a pesticide named Xytect. All trees were treated by a licensed contractor following all state safety guidelines.The treatment of forty to fifty percent of Village street trees each year for the next few years has two benefits.

First, the treatments will help to manage the tree die off by preventing fewer dead trees per year and secondly we hope to buy some time for other treatment methods to come on line. For reference purposes the Forestry Department has painted pink dots on the curb adjacent to the ash trees that were treated in the August, 2010 treatment cycle.

The other important part of any EAB plan is dealing with dead and dying trees. The Public Works Department will focus only on removing dead, diseased, deformed or EAB infected trees unless the infestation approaches epidemic proportions. There is a possibility that at some point most ash trees in a DNR quarantine zone would require removal but that would be a worst case scenario.

The Emerald Ash Borer has marched steadily through the heartland of the United States and several Canadian provinces. The options to save ash trees are very limited at this time, have shown marginal results and are quite expensive. The Greendale Forestry department will continue to be proactive in our Response Plan while maintaining a flexible treatment and removal approach. Please call 423-2133 with questions or comments.

VOTING BY ABSENTEE BALLOT


Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 days before the election. The elector must also be registered in order to receive an absentee ballot.

TO OBTAIN AN ABSENTEE BALLOT YOU MUST MAKE A REQUEST IN WRITING.

Contact the Clerk-Treasurer and request that an application for an absentee ballot be sent to you for the primary or general election or both. You may also request an absentee ballot by letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.

Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact the Municipal Clerk.

You can also personally go to the Clerk-Treasurer’s office, complete a written application, and vote by absentee ballot.

Information for Those Impacted by Flooding

On Thursday, July 22nd severe thunderstorms passed through Milwaukee County and Southeastern Wisconsin. Heavy rainfalls in Greendale resulted in upwards of 5-inches of rain falling very quickly, with periods of torrential rain. The torrential rains in Greendale, and throughout Milwaukee County, resulted in numerous flooded streets and basements.

In response to this storm the Village’s Police, Fire, Public Works and Utility Departments were assigned throughout the Village in an effort to mitigate damage to persons and property.

For residents who experienced water accumulation in their homes, it is important to use proper cleaning methods to ensure that your home and personal belongings are as clean and safe as possible. The Federal Emergency Management Agency’s (FEMA) website has a great deal of information on flooding and flood cleanup. FEMA’s web site is www.fema.gov. Links to this and other information can also be found on the Village’s website www.greendale.org.

Residents are encouraged to take advantage of the Department of Public Works Yard located at 6351 Industrial Loop for disposal of their storm damaged material.

Use of the DPW Yard is limited to Greendale residents only. Residents using the DPW Yard should be prepared to provide some proof of residency.

Basic basement backup information
  • Do not go into a basement with standing water. Electricity + Water = Danger.
  • Wait for the water to drain out of the basement before entering. Or, call a qualified electrician to disconnect the power before you enter a flooded basement.
  • Take pictures or video of the contents in your basement before cleaning.
  • Begin cleaning. Make sure to disinfect any affected area with a bleach and water solution.
  • Consider hiring a cleaning service.
* If you clean the basement yourself, be sure to wear appropriate protection, such as: rubber boots and gloves.
* Anything that cannot be cleaned should be thrown out.

Tour Village Hall and Historic Hose Tower on July 4

Following the 4th of July Parade, the Village of Greendale will be offering a free tour of the recent renovations made to Village Hall. Inspired by the Capitol at Colonial Williamsburg, Village Hall is a fine example of the Colonial Revival style.

In addition, the Greendale Historical Society will be offering a tour of the restoration and preservation work completed thus far to the Historic Hose Tower building which is adjacent to the old fire and police station.

Both buildings are part of the Greendale National Historic Landmark District. Tours start following the 4th of July Parade and will end at 4 p.m. This event is free and open to the Public.

Police Department Participates in Prescription Drug Collection

The Greendale Police Department recognizes that the abuse of pharmaceuticals is a serious health and social problem. The Greendale Police Department also recognizes that improper disposal of medications is a threat to our environment. From November 2009 to May 2010, the Greendale Police Department had 87 people drop off expired and unwanted medication for a total of 117 pounds of medication.

Our children today are experimenting with prescription drugs that can cause death. The Greendale Police Department must frequently deal with the results of drug abuse. The department recognizes that the diversion of pharmaceuticals has become a significant problem. The medicine collection program is one strategy we use to help fight the war on illegal drugs. We are committed to reducing both the supply and demand side of the problem. Please help us help the children.

Expired, unwanted medications can be turned into the Greendale Police Department by Village of Greendale residents during the hours of 8 a.m. to 4 p.m., Monday through Friday. Medication should be kept in the original package or bottle. Names and addresses can be crossed off the bottle, but DO NOT cover up or remove the name of the medicine.

Greendale Conducts Community Survey

The Greendale School District, the Village of Greendale, the Greendale Public Library, and the Greendale Park and Recreation Department have joined together to conduct a community-wide survey to gather information from Greendale residents on a range of issues that will shape the future of the community.

The survey, developed by Community Perceptions, will be mailed to each household in Greendale during May. Residents are asked to either complete the paper survey or go online to access the web-based version of the survey. To save expense, residents are encouraged to take the survey online if possible. All surveys should be completed by May 24, 2010.

The participating organizations will report survey results on their websites and at upcoming meetings.

Important Information About New Recycling Laws

The Wisconsin recycling law bans the landfilling or incineration of certain recyclable or compostable materials. These bans went into effect in several stages. Two new bans have been signed into law and will take effect in 2010 and 2011. Note that some local ordinances may require additional materials to be recycled.

Materials Currently Banned from Disposal in Wisconsin

Banned in 1995
  • Aluminum containers
  • Bi-metal containers (containers made from a combination of steel and aluminum)
  • Corrugated cardboard or other containerboard
  • Foam polystyrene packaging, either designed for serving food or beverages, loose particles intended for packing (peanuts), or rigid materials shaped to hold and cushion a packaged article*
  • Glass containers
  • Magazines and other materials printed on similar paper
  • Newspaper and other materials printed on newsprint
  • Office paper
  • Plastic containers #1 and #2
  • Plastic containers #3 through #7*
  • Steel containers
  • Waste tires (except when incinerated with energy recovery)
Additional Banned Materials
  • Lead acid batteries
  • Major appliances including air conditioners, clothes washers and dryers, dishwashers, refrigerators, freezers, stoves, ovens, dehumidifiers,furnaces, boilers, water heaters and microwave ovens (unless the capacitor has been removed)
  • Waste oils, except when incinerated with energy recovery
  • Yard waste, including grass clippings, leaves, yard and garden debris and brush under 6 inches in diameter**
* Currently DNR allows plastic containers #3 through #7 and foam polystyrene packaging to be landfilled or incinerated. If at some future time, the DNR determines that adequate markets for these plastics exist, they will be banned from disposal.

** Yard waste may go to an approved compost facility or be incinerated with energy recovery. Brush may be burned at licensed woodburning facilities if reasonable alternatives are not available.

New Disposal Bans
  • Beginning September 1, 2010, devices covered under 2009 Act 50, Wisconsin's electronics recycling law, including computers, televisions, desktop printers, computer peripherals, DVD players, digital video recorders, VCRs, fax machines and phones with video displays (cell phones) are banned from Wisconsin landfills and incinerators For more information, see E-Cycle Wisconsin covered devices.
  • Beginning January 1, 2011, oil absorbent materials over one gallon and used oil filters will be banned from Wisconsin landfills. For more information, see Motor Oil, Oil Filters and Other Automotive Products.

Exceptions for Responsible Units (RUs)
The 1995 bans do not apply to residuals of the banned material being collected, treated and disposed of by a responsible unit (RU) with an effective recycling program. Even a good recycling program will not capture 100 percent of all potential recyclables, and some materials are unable to be recycled through use or contamination. Examples include plastic jugs used for waste oil collection or newspaper used for cleaning. There are also exceptions for emergencies, unintentionally contaminated materials, the approved beneficial reuse of a material within a landfill, and certain plastics if recycling is not feasible.

RUs in two grandfathered waste-to-energy (WTE) incinerator areas (La Crosse and Barron counties) are allowed to send recyclable paper (including newspaper, magazines and cardboard) and plastics to WTE incinerators, although local ordinances in those areas may require paper and plastic items to be recycled.

MMSD Methane Pipeline Project

The Milwaukee Metropolitan Sewerage District has announced that construction of a low-pressure methane pipeline is about to get underway in Milwaukee and Waukesha Counties. A portion of the project will effect the Village of Greendale with construction on W. Loomis Road and College Avenue. Village of Greendale 75th Anniversary Committee

Add your voice, create a vision
The Village of Greendale will celebrate its 75th Anniversary in 2013. You can make a difference by becoming a volunteer member of the Village’s 75th Anniversary Committee. The 75th Anniversary Committee works under the supervision and direction of the Village’s Public Celebrations Committee. Members of the 75th Anniversary Committee will be appointed by the Village President and ratified by the Village Board.

These bodies provide advice to the Village Board and contribute to the development of policies, programs and initiatives. The Village can benefit greatly from your expertise, enthusiasm and civic pride. Get involved and play an active role.

Who is eligible?
All residents who are eligible to vote in the Village of Greendale.

What are the responsibilities as a committee or board member?
The 75th Anniversary Committee will meet through 2013, when the Village celebrates its 75th Anniversary. Committee meetings are generally held once a month, mostly in the evening; however, members may be required to attend additional special meetings.

Submit a letter outlining how the 75th Anniversary Committee would benefit from your membership, and how your work, education, hobby and/or volunteer experience are relevant to its mandate. Please remember to include your home address.

Notice To Property Owners: 2010 Village Street Rehabilitation Program

The Village of Greendale has awarded its 2010 Street Rehabilitation Program contract to Stark Asphalt Inc. to provide numerous pavement repairs and to resurface the following streets:
  • Moorehead Ln.- From Greenway to Greenway
  • Edgehill Rd.- From Westway to S. 76th St.
  • S. 51st St.- From W. Grange Ave. to the North Village Limits
  • Broad St.- from Crocus Ct. to Northway
Construction work related to streets is expected to begin in late spring/early summer. Weather permitting, all of the work is to be completed by mid fall. Access to roads and driveways will be maintained except for short periods of time when work is being done in your immediate area. The contractor will provide emergency vehicle access at all times. Recycling and refuse collection will continue on regularly scheduled days. Property owners having concrete work done in front of their properties (curb, approach or sidewalk) will not be permitted to drive on the new concrete for a period of 7 days. When access to your property is not possible, you will be allowed to park your vehicle on the adjacent street by contacting the Greendale Police Department at 423-2121 for permission.

Resurfacing work will involve some noise and inconvenience, and we therefore ask for your indulgence and patience. It is important to note there is no special assessment incurred by the property owners.

Property owners are reminded that per Village of Greendale Policy any private systems such as lawn sprinkling apparatus, invisible pet fences, plantings, pathways and security systems that are installed in or placed on Village of Greendale Right of Way are the property owners responsibility. The Village cannot accept responsibility for damage done by contractors or Village personnel while working in the Right of Way.

Village of Greendale Assessment Roll is Available for Examination

NOTICE IS HEREBY GIVEN that the 2010 Real Estate and Personal Property Assessment Roll for the Village of Greendale is open for inspection in the Village Hall at 6500 Northway, Greendale, WI 53129 Monday through Friday between the hours of 7:30AM and 4:30PM.

The Village Assessor will be available by scheduled appointment for open book review session on Monday, May 10th at the Safety Center (Police Department) at 5911West Grange Avenue, Greendale, WI 53129.

It is requested that all inquiries in the matter of 2010 assessments be made during this period, which precedes the closing and certifying of the assessment roll. All property owners whose property changes in assessed value will receive a “Change of Assessment” notice by mail.

Update: Zimmerman Memorial

At the request of the Zimmerman family, the Village will collect and store all items placed at the spontaneous memorial site on Broad Street in remembrance of their daughter, Ava Marie.

The Village is also working with the family to erect a permanent memorial.

Greendale Community Charity Walk

The annual Greendale Community Walk will be held on Saturday, June 19, 2010. The Walk will begin at the Greendale Gazebo (corner of Southway and Broad St.) at 9:00 a.m. Event day registration will begin at 8:30 a.m.

New this year, the Walk will be a charity event. Step Up has partnered with the American Brain Tumor Association. 75% of proceeds will be donated to the Association, 25% will remain with Step Up programs.

Pre-register at Greendale Park and Recreation (423-2790) or at Greendale Health Department (423-2110) until June 14 in person or by mail. Cost is $10 per person, $20 per family of four walkers (additional walkers $10). From W. Loomis Road to S. 51st Street


Milwaukee County has announced the reconstruction of W. College Avenue from W. Loomis Road to S.51st Street with work to commence in late spring. The Village of Greendale has worked with Milwaukee County in an effort to provide a quality, long lasting improvement to this vital corridor. Some enhancements to this project include bicycle lanes, curbing in select areas, an extended stacking lane for vehicles entering the College Park School lot and two storm water detention ponds.

This project is likely to cause traffic pattern changes and require project area residents to seek alternative routes for much of the summer. Residents in the Riverdale/Radburn area will need to use the Loomis Road Entrance for all ingress/egress during the western construction portion of the project and when the Riverdale Lane/W. College Avenue intersection is closed.

Residents in the “R” section streets that intersect Root River Drive should always have at least two ways out of the subdivision depending on where active construction is occurring. Those residents will always have the Russell Drive to S.51st Street route in and out of the subdivision and are encouraged to use it as such. Village services, emergency vehicle access and delivery access will always be maintained. Your trash and recycling collection schedule will NOT change.

This project is largely funded by the American Reinvestment and Recovery Act with additional funding from the Village of Greendale.

What Can you expect?
This will be the first significant improvement to this portion of W. College Avenue in over 40 years. During this project local residents can expect:
  • Traffic pattern disruptions
  • Noise
  • Dusty conditions

The Village of Greendale and the City of Greenfield will cooperatively reconstruct S.51st Street from W.Grange Avenue to W.Loomis Road this summer. Construction will begin in late spring and will take several months to complete.

This project is being largely funded by the American Reinvestment and Recovery Act with additional funding provided by each municipality. During the majority of the project the road will likely only be open to local traffic. All Village services (i.e.: trash and recycling collection) emergency vehicle access and delivery access will be maintained during the construction time.

What can you expect?
Since this is a total reconstruction project and major components such as storm sewer improvements, curbing, bicycle lanes and drainage improvements are included you can expect:
  • Some delays and inconvenience
  • Noise
  • Dusty conditions
  • Heavy truck traffic
What can I do?
Residents in the Maplewood Drive, Maplewood Court, Mulberry Drive and Meadow Drive area as well as residents whose property fronts on S.51st Street will need to pay special attention to each days construction activities so please:
  • Slow down in the project area
  • Allow extra time in case of construction delays
  • Follow the instructions of flag people
  • Watch out for pedestrians, construction workers and vehicles
It has been more than 35 years since this portion of S.51st Street have seen any major improvements. The Village of Greendale and the City of Greenfield are committed to providing a quality finished project while minimizing inconvenience to our residents.

Notice to all Real Estate and Personal Property Taxpayers in the Village of Greendale:

The 2010 Board of Tax Review is scheduled to meet on Tuesday, May 18, 2010 at 6:45 PM in the Municipal Court Room at the Safety Center (5911 West Grange Avenue, Greendale, Wisconsin) and adjourn because of the unavailability of the completed assessment roll.

On May 18, 2010, the Board of Tax Review will determine a date and time to reconvene. All property owners whose property changes in assessed value will receive a “Change of Assessment” notice by mail.

Property owners who wish to object to their 2010 assessments must file an objection form and schedule a time for their objection to be heard before the Board of Tax Review. Forms and times for hearings must be received through the office of the Village Clerk-Treasurer, Village Hall, 6500 Northway, Greendale, WI 53129, or by calling the Clerk-Treasurer’s Office at 414-423-2100.

  • No person shall be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to view such property.
  • After the first meeting of the board of review and before the board’s final adjournment, no person who is scheduled to appear before the board of review may contact, or provide information to, a member of the board about that person’s objection except at a session of the board.
  • No person may appear before the board of review, testify to the board by telephone or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board or at least 48 hours before the objection is heard if the objection is allowed under sub. (3) (a), that person provides to the clerk of the board of review notice as to whether the person will ask for removal under sub. (6m) and if so which member will be removed and the person’s reasonable estimate of the length of time that the hearing will take.
  • When appearing before the board, the person shall specify, in writing, the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.
  • No person may appear before the board of review, testify to the board by telephone or object to a valuation; if that valuation was made by the assessor or the objector using the income method; unless the person supplies to the assessor all of the information about income and expenses, as specified in the manual under s. 73.03 (2a), that the assessor requests. The municipality or county shall provide by ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph and shall provide exceptions for persons using the information in the discharge of duties imposed by law or of the duties of their office or by order of a court. The information that is provided under this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35(1).

Bicyclist Struck

At 10:20 a.m., numerous calls came into the police station reporting either a bicyclist or pedestrians were struck at Northway and Broad Street.

The investigation at this point is that a 29-year-old mother was crossing Broad Street at Northway along with her sister, one young son and one young daughter. According to our investigation and witnesses, a vehicle traveling eastbound on Northway began making a right turn to go south on Broad Street and struck the 29-year-old mother and the 5-year-old daughter.

The mother and child were taken to Froedtert Hospital. The mother is in satisfactory condition and the 5-year-old was pronounced dead at Froedtert Hospital.

The mother and daughter are both Greendale residents.

The driver of the car is a 59-year-old Franklin woman. No further information can be released at this time pending further investigation and notification of family members.

The Wisconsin State Patrol was requested to complete a full accident reconstruction.

The Storms Have Subsided…but Not the Devastation

The 2008 Flood Recovery Program is now providing funds and support to help Wisconsin homeowners in the 30 counties that were declared a disaster area by the floods and storms of 2008. The funds will help repair their primary residences and provide other resources to help them on the road to recovery. No Pet Left Behind

MADACC Gives Lost Pets a Voice with Low-Cost Rabies Vaccinations, Microchips and Licenses

In an effort to spare lost pets and their owners the heartbreak of never being reunited, Milwaukee Area Domestic Animal Control Commission (MADACC) is hosting a clinic offering:
  • $5.00 Rabies Shot with Pet License Purchase
  • FREE Rabies Shot for all Pit Bull and Pit Bull mixes with Pet License Purchase (Approximately 32% of dogs that enter MADACC each year are Pit Bull and Pit Bull mixes)
  • $10.00 microchips (includes registration)
  • Chance to Comply with Pet License State Statute before late fee deadline of April 1st
The clinic will be held Saturday, March 27, 2010 at MADACC’s facility, 3839 W. Burnham St. in West Milwaukee from 10:00 a.m. to 2:00 p.m.

The clinic is an effort to help the public understand how important a license, ID tag or other form of identification is for ensuring lost animals have a voice. “Without any form of ID, a lost pet can sit in the shelter for days while we try to locate its owner,” says Melanie Sobel, executive director of MADACC. “Last year only 13% of stray animals returned to their owners. Making sure your animal can be identified – with a license and/or microchip – is an immediate ticket home for your pet.” An average of 8 to 12 million companion animals end up in shelters across the country each year, and without an ID tag, reuniting them with their owners is difficult, at best. Each year, in fact, 5 to 9 million lost companion animals will need to be euthanized.

Licenses are also a ticket home for lost pets! When stray animals enter MADACC with identification, staff can immediately contact the owner to notify them of their lost pet. Licensed pets entering MADACC also receive emergency care if needed and reduced fees when they come to claim their pet. Microchipping pets is a simple, inexpensive way to permanently identify one’s pet and provides less chance that someone will steal someone’s pet and get away with it.

In addition, licensing ensures that pets are vaccinated against rabies, provides owner identification for each pet, and provides funds to MADACC for the rescue, shelter and care of stray, mistreated, unwanted, abandoned and injured animals.

Finally, State law requires that all dogs and cats over five months of age be vaccinated against rabies and licensed in their municipality. Cost of pet license is $12 if the pet is spayed or neutered, and $24 for unaltered pets. If pet owners’ pets have a current rabies vaccination, a rabies certificate must be brought in to purchase a license. A late fee is charged if a license is purchased after March 31, 2010. Greendale's Comprehensive Plan Wins State Award

We are pleased to announce that the Village of Greendale and GRAEF Milwaukee are the recipients of an award from the Wisconsin Chapter of the American Planning Association. The Village of Greendale and Graef Milwaukee received the award in the category of Plan Document - For a plan of unusually high quality and effectiveness - Village of Greendale Comprehensive Plan: 2010 – 2035.

The American Planning Association (APA) is a nonprofit public interest and research organization committed to urban, suburban, regional and rural planning. APA and its professional institute, the American Institute of Certified Planners, advance the art and science of planning to meet the needs of people and society. There are over 600 active members in the Wisconsin Chapter of the APA.

The award ceremony took place on Friday, March 5, 2010 at Monona Terrace Conference Center located in Madison.

Award nominations are reviewed by an out-of-state jury and are judged on a variety of criteria, including originality and innovation, transferability, overall quality, the role of planners, the value added to the community, and general effectiveness and results.

2010 Roadway Projects

S. 51st St. ARRA Project – W. Grange Ave. to W. Loomis Rd. (STH 36)

The Village of Greendale and the City of Greenfield jointly applied for and received federal stimulus funding to assist with the reconstruction of S. 51st St. between W. Grange Ave. and W. Loomis Rd. (STH 36).

Beginning in the spring of 2010, S. 51st St. will be reconstructed with two driving lanes, bicycle accommodations, curb and gutter, drainage improvements, sidewalk improvements, enhanced signing and pavement markings. The roadway will be closed to thru traffic during construction and allow for local property access. Project work is anticipated to be completed in the fall of 2010.

W. College Ave. (CTH ZZ) ARRA Project – W. Loomis Rd (STH 36) to S. 51st St.

Milwaukee County has received federal stimulus monies for the rehabilitation of W. College Ave (CTH ZZ) from W. Loomis Rd. (STH 36) to S. 51st St.

Beginning in the spring of 2010, W. College Ave will be rehabilitated with new asphalt pavement (2 lane road), curb and gutter in some locations, storm water management ponds, drainage improvements, bicycle accommodations, school loading zone improvements, pavement markings, and signage. The roadway will be constructed in segments to allow for local traffic to access neighborhoods and the College Park elementary school property.

Residents of the "R" Section will always have access to and from their homes and emergency access to the subdivision will not be compromised. Residents of the Riverdale/Radburn area will need to use the Loomis Rd. intersection during the western phase of the project. Residents of the "R' section streets that intersect Root River Dr. will always have the option of using the Russell Dr. exit to S. 51st. St. and at least one of the Root River Dr. exits onto W. College Ave. Residents who live in the lower "O" Section will need to use W. Ramsey Ave. to leave the subdivision during the western phase of the project.Village staff will work closely with Milwaukee County (the owner of W. College Ave.) and all contractors to minimize any inconvenience to the public.

W. Loomis Rd. (STH 36) Rehabilitation Project – South Village Limits to North Village Limits

The Wisconsin Department of Transportation will be rehabilitating the asphalt pavement on STH 36 through the Village of Greendale in the 2010 construction season. Improvements include base repairs, new asphalt pavement, signal and geometric improvements at intersections, signing and pavement markings.

Root River Parkway Bridge Replacement ARRA Project ¼ Mile West of STH 36

Milwaukee County has received federal stimulus monies to replace the bridge over the Root River on the Root River Parkway during the summer of 2010. It is anticipated that the bridge work will necessitate the closure of the Root River Parkway road between STH 36 and S. 76th St. (CTH U) while the work is being done.

Candidate Forum Set for March 23

The Greendale Chamber of Commerce and the League of Women Voters of Milwaukee County will once again conduct their annual Greendale Candidate Forum to educate voters on the upcoming local Greendale elections. The Candidate Forum will be held on Tuesday, March 23, 2010 from 6:30-8:30 p.m. in the Courtroom of the Greendale Safety Center (5911 West Grange). The Forum will be for the Village Trustee election (3 candidates for 2 seats). All of the candidates have been invited and are expected to participate. The candidates are listed below.

Village Trustees serve three-year terms. The date of the election is Tuesday, April 6, 2010.

All moderation, timing and sorting of questions will be done by the League of Women Voters to ensure impartiality to the proceeding.

The Chamber of Commerce will once again organize and host this event. The public is welcome to attend and the local media will also be invited. Residents can enjoy this event and an opportunity to personally meet and discuss concerns with the candidates following the Forum.

The purpose of the Forum is to introduce and educate Chamber members and the citizens of Greendale to the issues facing their community. As an organization, the Greendale Chamber of Commerce will remain non-partisan and will not endorse any of the candidates.

NOTICE IS HEREBY GIVEN that the Village Board of Trustees of the Village of Greendale will conduct a Public Hearing as part of its regularly scheduled Board Meeting on Tuesday, February 16, 2010 at 7:00 p.m. in the Court Room at the Safety Center, 5911 W. Grange Avenue, Greendale, Wisconsin to consider the following matter:

A Special Use/Sign Permit Application to replace the existing free-standing sign with a new combination fixed and L.E.D. display sign at 5201 S. 76th Street, Greendale, Wisconsin in accordance with Section 17.36(3) of the Greendale Zoning Code.

Copies of the request letter and public hearing materials are available in the office of the Village Manager in Village Hall, 6500 Northway, Greendale, Wisconsin during normal business hours (Monday through Friday, 8:00 a.m. - 4:30 p.m.).

Proposed Tax Incremental Financing District

The Village is considering the creation of a Tax Incremental Financing District to promote redevelopment at Southridge Mall. Below is a link to a draft of the Project Plan for the proposed district. The document is the Project Plan (“Project Plan”) for Tax Increment District Number One, Village of Greendale (the “District”). The Project Plan has been prepared in conformance with the provisions of Wisconsin Statutes Section 66.1105 (the “Tax Increment Law”).

Tax Increment Financing is simple in concept. TIF calls for local taxing bodies to make a joint investment in the development or redevelopment of an area, with the intent that any short term gains be reinvested and leveraged so that all the taxing bodies will receive larger financial gains in the future. The funds for this investment do not come from current tax revenues, but from the additional generated by the new development. These new revenues are generated by increased public and private investment in identified, underperforming, areas.

When a TIF redevelopment project area (often called a TIF district) is created, the value of the property in the area is established as the “base” amount. The property taxes paid on this base amount continue to go to the various taxing bodies as they always had. It is the growth of the value of the property over the base that generates the tax increment. This increment is collected for use by the municipality to make additional investments in the TIF project area. This reinvestment generates additional growth in property value, which results in even more revenue growth for reinvestment.

Greendale Police Receives Grant for High Visibility Alcohol Enforcement Patrols

Greendale Police Chief Rob Dams announced on January 19, 2010 that the Greendale Police Department has received grant funding in the amount of $10,000 to participate in “High Visibility Alcohol Enforcement Patrols”.

This funding is being provided by the Wisconsin Bureau of Transportation Safety to the Milwaukee County Sheriffs Department, with funding to Greendale being a sub-grant from the Sheriffs Department based on multi-jurisdictional enforcement. The Greendale Police Department joined the Multi-Jurisdictional High Visibility Task Force in October of 2009.

In 2008, alcohol was listed as a contributing factor in 5.8% of all crashes in Wisconsin.

39.9% of all vehicle crash fatalities were alcohol related resulting in 234 deaths.

Chief Dams stated Greendale police officers will have a zero tolerance policy for impaired drivers and unrestrained occupants.
